City of Arlington Seeks Federal Grant Proposals for Program Year 2022-2023

Request for Proposals

The City of Arlington is requesting proposals for the following federal grants:

  • Community Development Block Grant (CDBG) – Public Services and Planning
  • HOME Investment Partnerships (HOME) – Homeowner and Rental Housing Development
  • Emergency Solutions Grant (ESG) – Homeless Services

The City of Arlington has CARES Act funds remaining and is also requesting proposals for the following federal grants:

  • Community Development Block Grant-CV - Public services to prevent, prepare for and respond to COVID
  •  Emergency Solutions Grant-CV – Homeless Services to prevent, prepare for and respond to COVID

The City will pre-release Request for Proposal (RFP) documents on Wednesday, Oct. 20, 2021, via its website for public review prior to the mandatory RFP Workshop at: https://www.arlingtontx.gov/city_hall/departments/office_of_strategic_initiatives/grants_management/planning_and_reporting/requests_for_proposals

The City will hold a mandatory virtual Request for Proposals (RFP) Workshop for interested non-profit organizations, Community Housing Development Organizations (CHDO), and developers from 9 a.m. to 11 a.m. Wednesday, Oct. 27 via Microsoft Teams Click here to join the meeting or by calling 469-375-9689 or (833)-268-8354 Conference ID: 685-037-673#.

 RFP documents can be found on the City’s website at https://www.arlingtontx.gov/city_hall/departments/office_of_strategic_initiatives/grants_management/planning_and_reporting.

 All CDBG, HOME, and ESG proposals must be submitted before the 11:59 p.m. deadline on Friday, Dec. 3, 2021.

Available Funding for Program Year 2022 RFP Cycle

  •  CDBG Public Services - $511,000
  •  ESG Homeless Services – Shelter - $160,000
  •  ESG Homeless Service – Rapid Rehousing, Homeless Prevention and Street Outreach - $100,000
  •  HOME Community Housing Development Organization (CHDO) Set-Aside - $180,000
  •  HOME CHDO Additional or Other Housing - $900,000

Community Development Block Grant (CDBG) funds can be used for public services to serve low- to moderate-income Arlington residents. Services to low-income Arlington residents may include but not limited to senior services, employment assistance, financial literacy, childcare and after school programs, health care services, substance abuse treatment, education, and others.

Emergency Solutions Grant (ESG) funds can be used to provide services to Arlington individuals who are homeless and those at-risk of homelessness. Eligible uses of funds include homeless shelters, rapid rehousing, homeless prevention, and street outreach services.
HOME Investment Partnership Grant funds can be used by non-profit Community Housing Development Organizations (CHDOs) and for-profit developers spur development of affordable owner and rental housing for sale or rent to low-income Arlington residents.

Also, the City of Arlington has CARES Act Funds remaining and is also requesting proposals for the following federal grants:

• Community Development Block Grant- CV– Public services to prevent, prepare for and respond to COVID - $112,988 available
• Emergency Solutions Grant-CV – Homeless Services to prevent, prepare for and respond to COVID - $1,400,286 available
