City Announces Final Phase Construction of Flood Mitigation Project Near Fielder/Randol Mill Roads

The Public Works Department’s Stormwater Division is pleased to announce the construction of the third and final phase of a project designed to reduce the risk of flooding and increase drainage system capacity in a neighborhood near Fielder and Randol Mill Roads is scheduled to begin May 2022.

The third phase, which is estimated to be completed in spring 2023, includes the following improvements:

• 1,820 linear feet of storm drainage infrastructure
• 2,300 linear feet of water line renewals
• 1,900 linear feet of sanitary sewer line renewals
• Traffic signal replacement at the intersection of Fielder Road and Sanford Street
• 11,805 square yards of pavement reclamation
• Construction of ADA compliant pedestrian ramps

Residents interested in learning more about Phase 3 are invited to participate in a public meeting on Thursday, April 21, 2022, from 6-7 p.m. in the Council Briefing Room located on the third floor of City Hall, 101 W. Abram Street. There will be a short presentation followed by a question-and-answer session.

Construction of Phase 1 began in June 2020 focused on stabilizing the creek banks in Randol Mill Park to prevent future erosion, expansion of the drainage culvert under Randol Mill Road, and widening of the culvert outfall into the creek. Construction of Phase 1 was completed in January 2021.

Phase 2, which began construction after completion of Phase 1, primarily consists of replacing a concrete drainage channel beginning at 1009 Oakwood Lane, behind the Post Office, to the 800 block of Del Mar Lane. The reconstructed channel will increase capacity to fully convey a 25-year storm and will provide greater protection for homes during a 100-year storm event. In addition to replacing the channel, storm drain inlets, water and sanitary sewer renewals, and repaving of streets within the project area are also taking place. This phase is estimated to be completed in early summer 2022.
