Shawna-Lemley

Shawna Lemley, Emergency Management Planner for the City of Arlington Fire Department's Office of Emergency Management, recently completed the Emergence Program at Naval Postgraduate School's Center for Homeland Defense and Security.

The goal of this program is to enhance young and future leaders' capacity to develop policies and strategies while strengthening working relationships across the jurisdictional boundaries of regions, agencies, local-state-tribal-federal governments and the private sector. Students study the interdisciplinary concepts comprising homeland security.

Lemley was chosen because of her experience and recognized vision in the disciplines comprising homeland security.

Participants met for two intensive one-week sessions at the NPS Center for Homeland Defense and Security in Monterey, California. The 32 participants represent a snapshot of homeland security across the country and include professionals from the Department of Homeland Security, and agencies within it, as well as emergency management, law enforcement, fire safety, state and municipal governments and public health.

The Emergence program is based on the CHDS Executive Leaders Program, which was launched in August 2006 and aimed at senior leaders.
